In a situation in which unexpectedly huge financial needs arise, it becomes even more of an aberration. It is affecting a Union that has already suffered. The contemporary world is characterized by an intensification of linkages and conections across regions, countries, and societies driven by technology, the ICT revolution, trade, international business, aid, mobility of people, and ideas—all of which have a major impact on the EU.
In view of the global challenges we are faced with — climate change, trade disputes, armed conflicts, etc. The necessary institutional changes for the currency, and for everything else, point in one direction: towards greater unity related to fiscal, monetary, economic, and debt policies.
The push for deepening the EMU needs to come from all sides. The study should help to further identify the types of cases and the areas of offences with serious consequences for the European tax payer for which the current cooperation model does not offer a satisfactory approach to achieve better protection. With the reform, the ESM will be more involved in future stability support programmes.
A reasonable hope would be that the coalition government in Germany might push demand, economic activity, and expansion, letting the recovery consolidate bit by bit. This fiscal capacity could take the form of a European Unemployment Benefits Scheme as a stabilisation and solidarity mechanism.
Try to imagine what historians will write about in the year 2100 about the Future of the European Union - does it still exist? The prospects for a federation of nation states are not strong. Nobody can currently fully predict the future.
Or will it be a new trend that in case private people can no longer satisfy their creditors we can pass over these bill to the community. There is deep resistance to reopening the treaties. This is the first time the Council agreed to the creation of a common pot for the single currency. This is the background against which the European-level crisis management measures must be assessed.
