No plan of any sort is complete without a mechanism for evaluating and improving on it. Funding ultimately came through, and no program cuts were necessary. But if it's larger, what do you need and want? You need to think carefully about what kind of model will get you what you want, and not get you what you don't want.
Some organizations that are inconsistent on this matter simply fall apart amidst wrangling among staff, director, and board.
